The best Oyster Cookie toppings build would be X5 swift chocolate toppings aiming to reduce the skill cooldown of Oyster Cookie. Oyster Cookie will be able to deploy more soldiers on the battlefield if you go with this build. Please do note that if you go with this(a full cooldown) build, the cookie will have low DMG resistance and survivability if there are no good tanks in the team. So make sure your team is solid enough.
The second Oyster Cookie toppings build is a hybrid build; a mix of swift choco and solid almond toppings.
With the hybrid build, you will reduce CD by a little and give more DMG resistance so that the Oyster Cookie can survive longer and also put at least two soldiers. If you Squash Jelly Watch treasure, you should equip it for extra CD reduction.

Oyster Cookie summons soldiers of House Oyster and increases the CRIT% and CRIT DMG for herself and nearby allies for a certain amount of time. The summoned soldiers will immediately charge at the enemies, inflicting DMG. The soldiers will have extra DEF until the HP of their shields hits zero. Their shields will also resist Knockback and Flying.
When Oyster Cookie receives a cooldown reduction buff, instead of a cooldown reduction, the number of Soldiers and their ATK will increase.

Oyster Soldiers: caster’s 42.9 ATK, 179% DEF, 118% HP.
